With hours remaining, hopes rise for stopgap fiscal deal

WASHINGTON (Reuters) - Hopes rose on Sunday that lawmakers could reach at least a limited deal to prevent the still-recovering economy from tumbling off a "fiscal cliff" at the New Year, sending the country into another recession.

Aides to Senate Majority Leader Harry Reid, a Democrat, and Senate Republican leader Mitch McConnell worked on a compromise over the weekend to stop automatic tax hikes for most Americans on January 1. Any agreement needs to be rushed through both chambers of Congress before midnight on Monday.

The main focus of negotiations was tax hikes on the wealthy, an increase sought by President Barack Obama but opposed by Republicans, particularly fiscal conservatives in the House of Representatives.

"Well, there are certainly no breakthroughs yet between Senator McConnell and Senator Reid, but there's a real possibility of a deal," Senator Charles Schumer, a Democrat from New York, said on the ABC program "This Week."

"I don't disagree with Chuck," said Senator Jon Kyl, a Republican from Arizona.

Another Republican senator, Lindsey Graham, conceded that an agreement would end up raising income taxes on the wealthy, thus sparing the rest of the country from the looming income tax hikes.

"President Obama is going to get tax rate increases. The president won," Graham tweeted, echoing earlier comments he made on "Fox News Sunday." He told the show that the chances of a bipartisan deal before the New Year's deadline were "exceedingly good."

Obama has alternatively offered Republicans a deal to increase income taxes for households earning over $250,000 a year, and over $400,000 a year.

Any deal on taxes in the Senate might meet resistance in the House from conservative Republicans.

If the politicians cannot agree, then tax increases and across-the-board government spending cuts will begin on January 1. That would take $600 billion out of the economy, push unemployment up and curb federal spending.

"I think people don't want to go over the cliff if we can avoid it," said Graham, a conservative.

Putting pressure on Congress, Obama made a rare appearance on a Sunday television talk show where he warned of the fallout on financial markets if the two sides did not reach an agreement.

"If people start seeing that on January 1st this problem still hasn't been solved, that we haven't seen the kind of deficit reduction that we could have, had the Republicans been willing to take the deal that I gave them ... then obviously that's going to have an adverse reaction in the markets," Obama said on NBC's "Meet the Press."

He said he would avoid tax increases for most Americans, even if the talks fall apart.

"And if all else fails, if Republicans do in fact decide to block it, so that taxes on middle class families do in fact go up on January 1st, then we'll come back with a new Congress on January 4th and the first bill that will be introduced on the floor will be to cut taxes on middle class families," Obama said.

The Senate - where the Democrats hold sway - was scheduled to hold a rare Sunday session beginning at 1 p.m. EST (1800 GMT), but it was not clear whether the chamber would have fiscal-cliff legislation to act upon.

The Republican-controlled House also returns on Sunday and can vote on any deal in the evening if need be.

WASHINGTON ? With millions of baby boomers reaching retirement age, fears are mounting of the economic impact if they follow the pattern of previous generations by curbing spending and draining Social Security and Medicare benefits.

But the 78 million boomers ? born from 1946 to 1964 ? have always broken the mold in terms of setting trends, and some investors and business and community leaders see their retirement as no different. They see an unprecedented, multibillion-dollar opportunity to offer new products and services to an active demographic group that?s expected to live longer than previous generations.

When Elizabeth Reighard started her fitness training business in North Myrtle Beach, S.C., four years ago, most of her students were in their mid-30s. But now her client list is made up mainly of boomers, such as Mary Smith, 58, who hired Reighard to help her ?keep up with the grandkids.?

The demand for fitness trainers such as Reighard is expected to jump 24 percent in the next decade, largely because of baby boomers who want to stay healthy longer, according to the Department of Labor?s Occupational Outlook Handbook released in March.

?I?m seeing it more and more. Seniors know they have to be in better shape to have less aches and pains,? said Reighard, who?s also a boomer. ?Yeah, we?re getting older, but our bodies feel good. ... I look in the mirror and I might look 51, but I feel 25.?

The Census Bureau projects that Americans 65 and older will make up 19 percent of the population by 2030.

On the labor front, the health care industry is the most obvious benefactor of a longer-living active community. Demand for home health aides is expected to grow 70 percent in the next decade, according to the Department of Labor.

Demand also will be high in less obvious fields, such as for architects, who will be called on to build senior-friendly communities.

?It?s only in Washington that 100 million people are viewed as an unaffordable cost and financial burden,? said Jody Holtzman, a senior vice president at AARP. ?In the private sector, 100 million people are called a market and an opportunity.?

Concern about a drain on entitlements from retiring baby boomers has increased as talks intensify over avoiding the fiscal cliff. Boomers have been depicted as the elephant in the room. The Congressional Budget Office warned in June of a shortfall for entitlement programs, as aging boomers would consume a ?significant and sustained? share of benefits from Social Security, Medicare and long-term-care services financed by Medicaid, the health care program for the poor.

Those projections fail to take into account that boomers are expected to work longer and they?ve never followed in the footsteps of previous generations, said Matt Thornhill, an author of ?Boomer Consumer,? a book that examines marketing to the baby boomer generation.

Sam Farber created Oxo Good Grips in 1990 when he noticed that his wife had trouble holding kitchen tools because of arthritis, according to the company?s history. Farber saw a business opportunity in creating more comfortable cooking tools. Oxo now makes more than 850 products that appeal across generations.

Holtzman of AARP likes to share that story when he?s trying to inspire new entrepreneurs. He?s met with hundreds of venture capitalists, encouraging them to ask one additional question when entrepreneurs approach them seeking startup money: ?What?s your 50-plus plan??

?The one question a startup doesn?t want to get from its board of directors is this one: ?Why did you leave money on the table by ignoring a market of 100 million people with $3.5 trillion to spend??? he said.

  • 1 can(s) beans, garbanzo (chickpeas), low sodium, (15 ounces)
Preparation

1. Preheat oven to 400?F. Line a rimmed baking sheet with aluminum foil or parchment paper.

2. Rinse and drain the chickpeas. Pat the chickpeas dry between a folded kitchen towel (remove as much moisture as possible to achieve maximum crunch).

3. Transfer the chickpeas to a bowl and liberally coat the chickpeas with oil spray. Add desired seasonings and toss the chickpeas to coat evenly with the seasonings (see below for suggested blends). Spread the chickpeas in single layer on the baking sheet. Bake for 30-35 minutes, or until chickpeas are lightly browned and crunchy, shaking the pan every 15 minutes. Cool to room temperature.

  • 2 quart(s) broth, chicken, less sodium, or vegetable broth

Year's best meteor shower set to peak

Stargazers are about to get their annual celestial treat: A bright meteor shower, the Geminids, will grace skies worldwide this week, with a peak in activity on Thursday.

No telescope or binoculars are required to see the show ? just use your bare eyes. The moon will set before the meteors come out to play around 10 p.m. local time, meaning the sky should be nice and dark for optimal viewing. There could be as many as 100 to 150 meteors an hour to gape at, for those patient enough to spend a few hours in a dark area and let their eyes adapt to starlight.

The Geminids, unusually among meteor showers, are the leftovers of an asteroid (most showers originate with comets). They are caused when rubble from the asteroid hits Earth's atmosphere, lighting a path through the sky as it burns up.

The fact that the Geminid-causing debris comes from an asteroid and not a comet makes the particles denser and more durable than the typical cometary particles that make up other showers, said NASA's Bill Cooke. [ Graphic: How Meteor Showers Work ]

"It makes them stronger. They can survive lower in the atmosphere," said Cooke, the lead for NASA's Meteoroid Environments Office at the Marshall Space Flight Center in Huntsville, Ala.

A typical Geminid particle, he said, is about 1/25 of an inch (1 millimeter) in size and can survive as low as 35 miles in altitude. Yet the full story of how these particles came to be is shrouded in mystery.

Collision one of several theories
For skywatchers looking up, the Geminids appear to emanate from a point in the sky in the constellation Gemini.

But more properly, the origins of this shower come from the debris of an asteroid called 3200 Phaethon. As Earth runs into the debris stream during the planet's orbit around the sun, some of the particles burn up in Earth's atmosphere.

A stream of dust broke off this 3-mile-wide (4.8 kilometers) asteroid several centuries ago, likely from a collision with another space rock, Cooke said. The stream remained in space for centuries, out of the firing range of Earth's orbit.

Then, around the 1830s, the gravity of Jupiter, which shifted the stream over the centuries, perturbed the rocky stream enough that the Earth ran into it. More disturbances from Jupiter have pushed the stream closer to Earth, resulting in more meteors.

The collision theory is one of several hypotheses for the Geminids' beginnings. Some astronomers say the stream began when Phaethon broke off from the asteroid Pallas, but the orbits of the meteoroid particles don't neatly fit with the theory.

The term "meteoroid" refers to rocks in space that have not entered Earth's atmosphere. When they hit the atmosphere in a blaze of light, they're referred to as "meteors," then "meteorites" if they reach the ground.

Another hypothesis: Phaethon sheds debris when it gets close to the sun in its orbit, and is blasted by the sun's heat. Observations from NASA's twin STEREO spacecraft gave credence to the idea in 2009, but the amount of dust seen was not enough to keep the stream replenished over time.

Regardless of the Geminids' origins, Cooke said the single biggest threat to the shower is not the amount of dust, but its orbit.

If Jupiter's gravity interferes with the stream in a certain way, it's possible the debris could be diverted away from Earth. But that's not expected to happen any time soon, Cooke added.

Meteor showers more popular
Cooke said Twitter, Facebook and other forms of social media are making the public more aware of when meteor showers occur.

Also, television and other mainstream media outlets tend to broadcast meteor events. When Cooke spoke to Space.com on Friday, he was fielding several media calls about a fireball spotted over Texas.

Cooke said he welcomes the interest, but also tries to educate those who speak with him.

"One of the biggest misconceptions is a lot of people think that the (Geminid) meteor ? always the bright ones ? will land near them. That's not true," Cooke said.

"That's an illusion. It's very rare, exceedingly rare, for a meteorite to land near an individual, and the Geminids won't produce meteorites. They will not make it to the ground. People don't have to worry about getting hit by falling Geminids."

Italy PM Monti will resign as soon as budget passed - statement

ROME (Reuters) - Italian Prime Minister Mario Monti, whose government lost the support of the main center-right party this week, intends to resign after checking to see if parliament can pass next year's budget law, President Giorgio Napolitano's office said on Saturday.

Monti said he does not now feel that he has the support of parliament after Silvio Berlusconi's center-right People of Freedom withdrew its support from his government this week and therefore intended to resign, the statement said.

If the budget law can be passed "quickly", Monti said he would immediately confirm his resignation. Monti's announcement came after a two-hour meeting with Napolitano, who has the power to dissolve parliament.

Berlusconi says he is running again for premier

(AP) ? Silvio Berlusconi says he's running to be premier again ? for the good of Italy.

The media mogul confirmed to reporters Saturday that he'll try for a fourth term. Berlusconi quit in disgrace as premier last year after failing to save Italy from its sovereign debt crisis. He has since been convicted of tax fraud and now faces plunging poll numbers.

He yanked support for Premier Mario Monti's technocrat government on Thursday, increasing the prospects for early elections.

Monti calls the political crisis triggered by the loss of Berlusconi's support "manageable" and says his government has rescued Italy from financial disaster.

Berlusconi says "the campaign is already on" and he's running "out of a sense of responsibility" toward recession-plagued Italy.

NHL rejects latest offer from union

NEW YORK (AP) -- Instead of closing in on a deal, the NHL and the players' association are further apart than ever before.

Union executive director Donald Fehr began the first of his two news conferences Thursday night by proclaiming he believed the sides had agreements on such issues as actual dollars, and then returned moments later to reveal the NHL rejected everything his side offered.

Hot-button topics such as the "make-whole" provision on existing contracts not only weren't settled, but are no longer being offered by the league. Forget that owners were willing to pay up to $300 million to cover the costs, now Commissioner Gary Bettman is saying the entire concept is off the table -- along with everything else the league proposed during the previous two days of talks.

HACKEL: Rollercoaster ride continues

"They knew there was a major gulf between us and yet they came down here and told you we were close," deputy commissioner Bill Daly said.

Fehr vehemently disputed that assessment and stuck to his opinion that the sides really aren't far apart, saying they are "clearly very close if not on top of one another."

When the NHL agreed to increase its make-whole offer of deferred payments from $211 million to $300 million it was part of a proposed package that required the union to agree on three nonnegotiable points. Instead, the players' association accepted the raise in funds, but then made counterproposals on the issues the league stated had no wiggle room.

That ended Thursday's delayed meeting after just an hour and sent the NHL negotiating team back to the league office.

"I am disappointed beyond belief," Bettman said. "We're going to take a deep breath and look back at where we are and what needs to be accomplished."

The sides won't meet again before Saturday at the earliest. While Bettman insisted that a drop-dead date for a deal that would preserve a season with "integrity" hasn't been established -- even internally -- clearly there isn't a lot of time to work out an agreement.

"I'm surprised," Pittsburgh Penguins star Sidney Crosby said. "We feel like we moved in their direction."

The 2004-05 season was lost completely before the players' association accepted a deal that included a salary cap for the first time. While no major philosophical issues such as that exist in these negotiations, the sides still don't appear to be ready to come to an agreement.

"It looks like this is not going to be resolved in the immediate future," Fehr said.

A 48-game season was played in 1995 after a lockout stretched into January. Bettman said he wouldn't have a season shorter than that.

As Donald Fehr was painting a positive picture, Daly was calling Fehr's brother, Steve -- the union's special counsel -- to say that the NHL was rejecting the players' counteroffer. Once the union was unwilling to accept the league's three main conditions, nothing else mattered.

"Not only is it unusual, I would be hard-pressed to think of anything comparable in my experience," Steve Fehr said about the instant rejection.

The NHL wants to limit personal player contracts to five years, seven for a club's own player, and has elevated the issue to the highest level of importance. The union countered with an offer of an eight-year maximum length with the variable in salary being no greater than a 25 percent difference between the highest-paid year of the deal and the lowest.

"It's the hill we will die on," said Daly, who added that the owners were "insulted" by the players' response to the owners' offer Wednesday night.

The other sticking points the NHL demanded of the players are a 10-year term on the new agreement, with a mutual opt-out option after eight years, and no compliance buy-outs or caps on escrow in the transition phase to the new structure. The union presented an offer of an eight-year deal with a reopener after six.

The NHL believes that the union merely wants to take the parts of the offer it wants and then try to negotiate on the other conditions that make those parts possible.

"The take or give or bottom line on all this is it appears that the union is suggesting because we made substantial movements in certain areas that we're close to a deal," Bettman said. "Those moves were contingent on the union specifically agreeing on other things, which while the union may have moved toward, didn't agree to."

Talks resumed Tuesday night with owners and players in the room, and Bettman and Donald Fehr on the outside. It sparked what seemed to be the most optimistic developments in the lockout that has lasted 82 days.

But the tenor began to change Wednesday, and discourse erupted on a wild Thursday night that featured three news conferences in the span of an unprecedented hour of chaos. The sides went from not wanting to say much of anything Wednesday to not being able to stop voicing their opinions Thursday.

When the players suggested Wednesday night that they wanted Donald Fehr to rejoin the negotiations Thursday, the NHL informed them that his inclusion could be a "deal-breaker."

"We thought we were getting close. There was definitely movement toward each other," Winnipeg Jets defenseman Ron Hainsey said. "As confident as some of us players are in the issues, we cannot close deals. I'd love to think I could, we cannot."

Donald and Steve Fehr were in Thursday's session, as were Daly and lead league counsel Bob Batterman. None of the six owners who attended the meetings Tuesday and Wednesday were present, though some players were.

Steve Fehr and a number of players stood in the back of the room with arms folded as Bettman and Daly stood at the podium to present the league's position.

There were already signs the process was breaking down earlier Thursday when the union requested that federal mediators rejoin the discussions. A similar request was turned down by the league earlier this week. Mediators previously were unsuccessful in creating a breakthrough after two days of discussions last week.

Without mediation, and the NHL's preference to keep Donald Fehr away from the table, the players became a bit miffed.

Negotiations resumed a little after 2 p.m. Wednesday and proceeded in fits and starts as the league and the players' association searched for an agreement. As they had the day before, talks went deep into the night, breaking two hours for dinner before finishing in the early morning hours.

One point of contention is the length of a new contract, with owners looking for a 10-year pact, and players wanting a shorter term. The league also is seeking to limit the length of individual player contracts to five years.

"What we got today, quite frankly and disappointingly, missed the mark on all three respects," Daly said. "So for the union to suggest somehow we are close, is cherry picking and it's unfortunate."

Some hope emerged Tuesday in the first round of talks that kept Bettman on the outside along with Fehr, while six owners and about 18 players talked inside. The positive feeling carried over into Wednesday morning when various team executives said they heard good reports during an NHL board of governors meeting.

There were no owners present for the final round of talks Thursday, but those who joined the process for the first time during the week expressed their disappointment following the breakdown in negotiations.

"Regrettably, we have been unable to close the divide on some critical issues that we feel are essential to the immediate and long-term health of our game," Winnipeg Jets chairman Mark Chipman said in a statement released by the NHL. "While I sense there are some members of the players association that understand our perspective on these issues, clearly there are many that don't."

The sides are trying to avoid another lost season. The NHL became the first North American professional sports league to cancel a full year because of a labor dispute back in 2005. The deal reached then was in place until this September, and the lockout was enacted on Sept. 16 after that agreement expired.

"While trust was built and progress was made along the way, unfortunately, our proposal was rejected by the Union's leadership," Toronto Maple Leafs minority owner Larry Tanenbaum said in a statement. "My love for the game is only superseded by my commitment to our fans, and I hold out hope we can soon join with our players and return the game back to its rightful place on the ice.

All games through Dec. 14, along with the New Year's Day Winter Classic and the All-Star game, have been wiped off the schedule. More cancellations could be coming within days.

"I am very disappointed and disillusioned," Tanenbaum said. "Had I not experienced this process myself, I might not have believed it."

Bob Ford: Another indignity for Eagles Buccaneers to mark anniversary of Super Bowl

As if enough insult had not been ladled over the injury of this Eagles season, the Tampa Bay Buccaneers will add their own dollop on Sunday when they celebrate the 10th anniversary of their lone Super Bowl championship season.

The Bucs advanced to the January 2003 Super Bowl by virtue of the most ignominious defeat of Andy Reid's head coaching career - an upset in the NFC championship game that marked the last time the Eagles played in Veterans Stadium.

It also marked the first indication that the rocket ship to the moon with Reid as coach might suffer a few malfunctions along the way. Until that game, the team's rise from its 3-13 crash in Ray Rhodes' last season had been steady and upbeat. The Eagles lost the NFC championship the season before to a superior St. Louis team, but that was accepted as a stepping-stone rather than a stumbling block.

Against the Bucs, however, they fell flat, and Reid's reputation as a provider of unfulfilled promises began that day. Ten years later, the Eagles might be on the way to another 3-13 finish, Reid's tenure is shakier every game, and, while the Lombardi trophy might be lonely in its case in Tampa Bay, there is even more available shelf space at the NovaCare Complex.

That is the backdrop for Sunday's halftime in which 50 players and coaches from that 2002 Buccaneers team will gather to celebrate. Was the Eagles game chosen by co incidence for the party? Doesn't seem likely.

"I can't tell you I'm excited to see that group again," Reid told Tampa-area reporters last week. "Every time I see John Lynch I get upset."

More than Lynch, an all-pro safety on that team and now a broadcaster, Reid should really get upset when he sees cornerback Ronde Barber, now in his 16th season with Tampa Bay. It was Barber who tricked Donovan McNabb into thinking a blitz was coming in the fourth quarter and then stepped between McNabb and his hot-read receiver to seal the game with a 92-yard interception return.

"Yeah, 200 Jet All Omaha," Reid said, the play call still burned into his brain. "He got us. He picked it and took it the distance."

Barber has four interceptions this season, including one returned 78 yards for a touchdown, and he would probably like nothing better than to commemorate the 10th-anniversary celebration with a replay of his biggest pick against the Eagles.

That would be just another ladle of insult to endure, but what's a little more? The Bucs are actually more likely to outscore the Eagles than to beat them with defense, however. Nick Foles, making his fourth start and his first since leaping over Michael Vick on the depth chart, will be working against a pretty bad Tampa Bay secondary. The Bucs have given up the most passing yards in the NFL this season (the Eagles are 16th) and have remained in postseason contention only because of a revitalized offense.

The last three seasons for the Bucs have been a good reminder that it is difficult to judge a young quarterback in a vacuum. The Eagles will be assessing the play of Foles in these final four games, hoping for a clue about his viability as a long-term starter. That's a short sample, of course, and nothing like the ride Tampa Bay has taken with Josh Freeman, the 24-year-old taken with the 17th pick of the 2009 draft.

In 2010, Freeman's first full season, the Bucs were 10-6 and Freeman threw for 25 touchdowns and just six interceptions. Last season, the team fell to 4-12 and Freeman had 16 touchdowns and 22 interceptions. So, which quarterback was he?

The Bucs opted to lend some help before deciding Freeman couldn't do the job. They added free-agent wide receiver Vincent Jackson to pair with Mike Williams, and they moved up in the draft to take running back Doug Martin from Boise State. Both moves have paid off, and Freeman, with an array of weapons to keep defenses off-balance, is ranked among the top dozen quarterbacks in the league with 23 touchdowns and eight interceptions.

Getting the Eagles turned around after this season probably won't be accomplished as quickly, but just as much rests with Foles. Regardless of who is coaching the team, and regardless of how many other changes are made, it all starts right there.

No one is predicting yet that Foles will have a 10-year career as a starter, but just showing consistent promise would be helpful. Even if he simply avoids throwing the ball to Ronde Barber on Sunday, unlike the last decade-long quarterback, that would be fine for starters. There will still be enough celebrating for one afternoon, anyway.
